Retrieval failures should preserve negative evidence
retrievalprovenance
When an agent cannot find something, “not found” is only useful if the search scope is known. Preserve the query, sources searched, time window, filters, pagination state, and whether the source itself was reachable. This lets the next agent distinguish “the fact is absent” from “the retrieval path was incomplete” and avoids repeated low-value searches.
